PS for Irrigation Hosts KPMG Team to Review PPP Capacity-Building Workshop Outcomes

Principal Secretary for Irrigation, CPA Ephantus Kimotho, CBS, this morning hosted a team from KPMG Kenya to review outcomes of the Public-Private Partnership (PPP) Capacity-Building Workshop report for officers from the State Department for Irrigation and its agencies.
The workshop was held between 16th – 20th June 2025, as part of the government’s broader efforts to strengthen institutional capacity in structuring and implementing irrigation PPP projects.
The training deepened participants’ understanding of key PPP concepts and principles — including comprehensive project development, procurement and market-sounding strategies, financial modelling, and sustainable finance — with a strong emphasis on Environmental, Social and Governance (ESG) integration and climate-resilient irrigation investments.
Speaking during the review meeting, PS Kimotho underscored the importance of leveraging PPPs to unlock Kenya’s irrigation potential and drive commercially oriented agribusiness. He noted that through PPPs, the government seeks to attract private investment into irrigation infrastructure — either through independent private ventures or joint arrangements with government and local communities — to enhance productivity and ensure sustainability.
Anchoring the discussion on the Government’s Food Security Agenda, the PS reaffirmed the State’s commitment to construct 50 multipurpose dams to support irrigation development on 2 million acres nationwide. He emphasized that innovative PPP models will be key enablers in delivering these projects efficiently and cost-effectively.
