Irrigation Sector Embarks on Digital Modernization Through NISIP- MIS
The State Department for Irrigation today held a sensitization exercise for it's leadership on the National Irrigation Sector Information Platform (NISIP-MIS).
The session brought together Departmental Heads, key Officers from all the Directorates who will provide a critical.mass in the operationalization of the system, representatives from Konza Technopolis, the official host of the NISIP-MIS, and Smart People Africa, the developers of the application.
The engagement sought to create understanding on how the system works; encourage adoption; and support a seamless implementation of the new digital platform to enhance data-driven management of all irrigation schemes and projects, nationally.
The Director, Irrigation Quality Assurance and Licensing, Nguma Kani, noted that the irrigation sector has in the past faced challenges in data collection, storage, access, security and management; making the adoption of NISIP-MIS both timely and essential as the State Department for Irrigation seeks to reinvogorate the sector.
"For years, the Department has struggled with fragmented data, limited accessibility and security of information" Kani noted and added, "the NISIP-MIS will not only close these gaps but will also ensure reliability of data, cost-effective operations, security of data and improved accessibility for all officers at the touch of a button.
The Secretary Administration, David Kipkemei, who represented the Principal Secretary said that the system is designed to transform how the State Department collects, stores, shares and uses data. He observed that the MIS will provide clarity in project tracking, ease in reporting and monitoring of project implementation; and at the same time provide a centralized source of truth for irrigation information.
Kipkemei emphasized that the NISIP- MIS is fully aligned and Intergrated with the National Government's digitization blueprint as set out in the Bottom-up - Up Transformation Agenda ( BETA) . He further emphasized that the State Department's efforts are reinforcing the government's efforts of having a secure, data -driver and technology-enabled enabled Public Service
The developers of the NISIP- MIS, Smart People Africa, represented by Mr. Paul Kibutha, guided participants through the system’s operational modules, demonstrating real-time data capture, monitoring dashboards, reporting workflows, and a user-friendly interface designed to simplify field reporting and improve accuracy. He explained that the goal was to build a practical system for officers on the ground, which is secure and robust enough to capture and manage the whole range of the irrigation data ecosystem.
Konza Technopolis will be hosting the NISIP- MIS on behalf of the State Department. Their representative, Joseph Malingu, who.is in charge of IT Enterprise at Konza Technopolis, reaffirmed the organization’s commitment as the host partner, highlighting the Technopolis strong digital infrastructure and technical readiness to support the State Department and any other Government Institution willing to have the Technopolis host their systems.
He reaffirmed Konza's commitment and dedication in providing a trusted environment for national digital systems, adding that hosting the NISIP-MIS system aligns with the Technopolis mandate to support secure, modern government technologies.
Participants expressed optimism that the platform will provide a new dawn in information management for the State Department as the system has the potential to enhance operational efficiency and accelerate modernization across the irrigation sector.
The meeting concluded with a call to the Heads of various Directorates to ensure that their Officers actively engaged with the system and actively champion the rollout of NISIP-MIS in order to ensure effective utilization in a bid to improve service delivery, enhance accountability, ensure informed decision making thereby leading to the transformation of the irrigation sector.
